Here are the step-by-step instructions on preparing your conference papers for IEEE Xplore®.

Submitting final content to IEEE
Each conference submitting a publication to the IEEE Conference Publications Program for consideration to be published in IEEE Xplore® will need to create an IEEE Xplore® compliant zip file. This zip file contains individual PDF's of the accepted papers and a Packing list created using the IEEE packing list generator. Please review the following prerequisites for uploading the final conference content electronically prior to submission.
Pre-organization
To simplify the packing list creation process, you should have the following details ready when you create your packing list, using the IEEE Packing List Generator.
1 - List of accepted paper titles
2 - PDF filenames corresponding to accepted paper titles
3 - eCF ID and transfer status for accepted papers (if publication is IEEE copyrighted)
4 - Indication of whether the accepted paper has been presented at the conference (Y or N)
You will also need to be prepared with the publication and cataloging details provided to you in the Letter of Acquisition; including publication title & ISBN.
Please keep in mind the requirements when naming the PDF files: cannot contain spaces or special characters, and must be under 50 characters including .pdf
All PDF files must be stored on your computer in an easy-to-access folder. Once you have gathered and organized these details, you will need to download and access the IEEE Packing List Generator.
Packing List Creation
After downloading and accessing the IEEE Packing List Generator, please be sure that "Conference Proceedings" is selected in the dropdown.
- Please complete all required information. The conference Stage should be selected as "Final"
- Once you are finished filling out the required details, click "Next"
- You will then be prompted to navigate to the folder on your computer containing the PDF files of the accepted papers

Select all PDFs that are accepted papers, and any front or back matter you are choosing to include in the IEEE Xplore® compliant submission.
- *After you've selected the PDFs and they've been populated by filename in the packing list generator, you will need to enter the corresponding eCF ID for each authored document, along with the eCF Transfer Complete status. (If your publication is copyrighted by IEEE)
- If the conference chose to employ IEEE's non-presented paper policy, you will then mark any non-presented papers as "N" in the column "No Show?"
- Once you are finished, please select "Save Packing List".
- Choose a filename for your packing list file (must not contain spaces or special characters) and ensure that the filename extension ends with .txt
- You should save this file to the same folder that contains the PDFs. Now that you've created the packing list, you are able to create the IEEE Xplore® compliant zip file.
Create IEEE Xplore® compliant zip file
- Create a zip file with filename [Conference Record #]_[PART NUMBER FROM LOA].zip
- Drag & drop the entire folder containing the PDFs & packing list .txt file
- Save your zip file
Submitting final content to IEEE
Upload the completed zip file to IEEE MCE using the following URL: https://mft.ieee.org/conferences_events/ConfPubFileUploadUI/
